It iden\u00adti\u00adfies and fol\u00adlows bilat\u00ader\u00adal voca\u00adtion\u00adal train\u00ading co-oper\u00ada\u00adtions in the steel and engi\u00adneer\u00ading indus\u00adtries on their tra\u00adjec\u00adto\u00adries through plan\u00adning and imple\u00admen\u00adta\u00adtion. Even\u00adtu\u00adal\u00adly, the project\u2019s aim is to trace the co-oper\u00ada\u00adtions\u2019 impact on the Indi\u00adan indus\u00adtri\u00adal labour mar\u00adket. Because of chang\u00ading glob\u00adal and nation\u00adal pol\u00adi\u00adtics, the investigation\u2019s time frame ranges from the ear\u00adly 1950s until&nbsp;1989.<\/p>\n\n\n\n<p>Claim\u00ading phil\u00adan\u00adthropy and altru\u00adism, the Fed\u00ader\u00adal Repub\u00adlic of Ger\u00admany invest\u00aded in devel\u00adop\u00adment and tech\u00adni\u00adcal aid in recent\u00adly inde\u00adpen\u00addent India, where mod\u00adern\u00adiza\u00adtion of the indus\u00adtri\u00adal sec\u00adtor was an impor\u00adtant fac\u00adtor in the man\u00adi\u00adfes\u00adta\u00adtion of a post\u00adcolo\u00adnial nation. For both, India and the <span class=\"caps\">FRG<\/span>, co-oper\u00ada\u00adtions in the steel and engi\u00adneer\u00ading indus\u00adtries as a mod\u00adern state\u2019s show\u00adcase indus\u00adtries were expect\u00aded to have var\u00adi\u00adous finan\u00adcial and strate\u00adgic ben\u00ade\u00adfits \u2013 polit\u00adi\u00adcal\u00adly main\u00adly in the Cold War con\u00adtext of India\u2019s non-align\u00adment and the <span class=\"caps\">FRG<\/span>\u2019s Hall\u00adstein doctrine.<\/p>\n\n\n\n<p>Embed\u00added with\u00adin these state polit\u00adi\u00adcal posi\u00adtions and new edu\u00adca\u00adtion\u00adal schemes of inde\u00adpen\u00addent India, sev\u00ader\u00adal co-oper\u00ada\u00adtions on the com\u00adpa\u00adny lev\u00adel emerged. Some of them were ini\u00adti\u00adat\u00aded by pri\u00advate economies, some were in fact rely\u00ading on finan\u00adcial sup\u00adport by the gov\u00adern\u00adments. These diverse and part\u00adly con\u00adflict\u00ading inter\u00adests, that result\u00aded in hier\u00adar\u00adchies and plat\u00adi\u00adtudes by the dif\u00adfer\u00adent actors, rep\u00adre\u00adsent a frame\u00adwork for this PhD project. The project exam\u00adines the co-oper\u00ada\u00adtions in the con\u00adtext of voca\u00adtion\u00adal train\u00ading, appren\u00adtice\u00adship and knowl\u00adedge trans\u00adfer on the work\u00aders\u2019 lev\u00adel: one might for exam\u00adple ask, what hap\u00adpened to the Ger\u00adman dual voca\u00adtion\u00adal train\u00ading sys\u00adtem, con\u00adsist\u00ading of a com\u00adbi\u00adna\u00adtion of the\u00ado\u00adry and prac\u00adtice, applied to an Indi\u00adan context.<\/p>\n\n\n\n<p>In fact, voca\u00adtion\u00adal train\u00ading co-oper\u00ada\u00adtions had tak\u00aden two dif\u00adfer\u00adent forms in the Indo-Ger\u00adman con\u00adtext by the 1960s: Either, Indi\u00adans were sent to the <span class=\"caps\">FRG<\/span> to be trained in the com\u00adpa\u00adnies there, or, a much pre\u00adferred option, Ger\u00admans went to India in order to be \u201eexperts\u201d and train the Indi\u00adan com\u00adpa\u00adny work\u00aders on the spot. The lat\u00adter option also includ\u00aded instruct\u00ading high\u00ader rank\u00ading Indi\u00adan employ\u00adees on how to train new work\u00aders. How did these two very dis\u00adtinct sit\u00adu\u00ada\u00adtions affect the grow\u00ading indus\u00adtri\u00adal labour mar\u00adket in the two above men\u00adtioned indus\u00adtries on both the insti\u00adtu\u00adtion\u00adal and the indi\u00advid\u00adual&nbsp;level?<\/p>\n\n\n\n<p>While in the mak\u00ading of a lib\u00ader\u00adal mar\u00adket, social and indus\u00adtri\u00adal mod\u00adern\u00adiza\u00adtion was seen to be inter\u00adcausal, invest\u00adment in \u201ehuman cap\u00adi\u00adtal\u201d also stressed the impor\u00adtance of prac\u00adti\u00adcal skills in con\u00adtrast to aca\u00add\u00ade\u00adm\u00adic knowl\u00adedge. The Ger\u00adman steel and engi\u00adneer\u00ading indus\u00adtries were rely\u00ading on skilled work\u00aders, so called \u201eFachar\u00adbeit\u00ader\u201d, who were doing the work which in many oth\u00ader coun\u00adtries only an engi\u00adneer was able or allowed to do.
